Lipetsk SEZ New Tenants to Invest RUB 5.2bn

On 23 May 2018, the Supervisory Board and the Expert Council of the Lipetsk Special Economic Zone held a meeting chaired by Oleg Korolyov, Governor of the Lipetsk Region. The parties discussed and approved business plans of five potential investors and amended the agreements made earlier with two operating tenants.
The Supervisory Board approved the projects of Italy’s Eurogroup, a manufacturer of parts and components for electric generators and drives, and Slovakia’s Rokosan Lipetsk, a fertilizer producer, with total investments of RUB 1.5 billion and RUB 1.4 billion respectively. At the next step, the investors’ applications for tenant status will be considered by the Expert Council, which will hold a relevant meeting at the end of the current year.
Members of the Expert Council unanimously approved the projects of three new investors – MIRLION, Biolika and Digital Technologies – with the total investments of RUB 5.2 billion.
MIRLION plans to set up production of steel structures, framework and fencing for agricultural, industrial, commercial and other facilities at a Yelets-based site of the Lipetsk SEZ. The project investments will total RUB 1.3 billion, with 140 highly qualified jobs to be created. Located on a 10 ha land plot, the plant will have its first line commissioned in 2021.
Biolika is investing RUB 2.2 billion in setting up a facility to process industrial crops. The new plant will be built on a 9 ha land plot at the Yelets-based site and create 77 jobs. The operation of Biolika’s facility will start in 2020.
Digital Technologies intends to set up production of dedicated computation capacities for distributed data storage and Tier 3 data processing centers. The company will have a 2.1 ha plot at the Lipetsk SEZ site near the town of Gryazi and invest a total of RUB 1.6 billion. Among major customers of Digital Technologies will be owners of corporate data centers, IT companies, banks and manufacturing businesses. Commissioning of the new facility is scheduled for the next year.
PPG Industries Lipetsk and LITIKS Innovative Engineering Center already operating in the Lipetsk SEZ were issued an approval to increase total investments and expand their product range.
Currently, the Lipetsk SEZ hosts 54 companies from 16 countries, with:
• RUB 179 billion in planned investments
• RUB 54.5 billion in investments actually made
• 3,700 jobs
• RUB 69.5 billion in products manufactured
• RUB 10 billion in taxes and duties paid
