Dmitriy Ovsyannikov, Deputy Minister of Industry, chaired the plenary session at the Lipetsk annual “Industry&Innovations” Forum on March 16, 2016.
With Lipetsk Special Economic Zone being venue this year, the event started with a tour over the SEZ premises and an visit to a number of operating factories – Yokohama (tires for passenger cars), Bekaert (steel cords), RAZIONAL (portable boiling rooms).
According to Mr. Ivan Koshelev, the head of the Lipetsk SEZ JSC Managing Company, who was taking the guests and the media teams around,as of today the SEZ tenant companies represent 13 states from Europe, China, US, Japan, South Korea and others.
Among those who have chosen to set up production plants here one may observe such globally noticeable names as АВВ, VIESSMANN, PPG OBO BETTERMANN, LIFAN, etc.
15 companies are operating now, 4 more facilities are under construction, the rest of the tenants are going through start-up processes and permits acquisition. In the year of 2016 another four factories are to be launched.
On July 11th 2015 the head of the Russian cabinet Dmitriy Medvedev signed the the Government Resolution on adding another 1300 ha to the current Lipetsk SEZ territory. The new stage has been allocated within Yelets municipality of the Lipetsk Region, 90km away from the first SEZ stage in Gryazinskiy municipality, and is designed for tenants involved in machine building and equipment production, as well as automotives, agricultural machines manufacturing, power equipment and medical tools.
To launch the new SEZ stage the government has undertaken to equip the area with all the required infrastructure facilities similar to those already functioning on the first stage. According to the adopted plan by 2025 the new SEZ stage in Yelets will deliver 176 RUB bn. of investments, over 10 RUB bn. of tax payments and more than 10 000 new workplaces.
When summing up the visit impressions Mr. Ovsyannikov emphasized the positive trends in the SEZ development. “The fact that, after announcing their first investment initiative, investors often move on to expand projects further and apply for another land site production growth. I am now joining in the highest estimation previously expressed by many other officials that Lipetsk SEZ is rated number in Russia in terms of SEZs effectiveness.”
