The Lipetsk SEZ is a leader in creating hi-tech modern infrastructure in Russia.
Digitalization of its infrastructure is a top priority for the Lipetsk SEZ. In 2018, it commissioned the grid control center with an automatic system to control the power, heat and gas supply, sewerage, storm drainage, fire alarm, video surveillance, external lighting and condition of roads.
Digitalization of the infrastructure allowed for increased accuracy of metering, balance calculations, assessment and analysis of power system efficiency.
In addition to the infrastructure development, the Lipetsk SEZ has set the following goals:
1. Digitalization of infrastructure
2. Digitalization of processes
3. Building a uniform digital platform for the SEZ
4. Creating the Digital SEZ.
Digitalization of the infrastructure is already completed.
On 18 February, the Lipetsk SEZ held a session of the Digital Expert Council whose members used a ‘digital twin’ mode to vote on the investment project and granting tenancy to the investor. The digital voting results are recorded in a blockchain and backed up by hard copies to make the process legitimate since Russia has no laws to govern such processes.
Developing a voting module for the Digital Expert Council was a joint project of the Lipetsk SEZ Management Company and its tenant Digital Technologies (a member of LAZM Group).
“Digitalization is not just a popular trend but the future of each modern company, and it brings about tangible results. Not long ago, it took investors three months to get the tenant status, while now this process takes about 10 days. We are making first steps from one-stop-shop services we have offered to the tenants before towards one-cloud solutions,” said Ivan Koshelev, General Director of the Lipetsk SEZ.
The working group creating and testing the new approach includes representatives of Innopolis, an innovative-type SEZ, and Alabuga, an industrial-type SEZ. Currently, the working group is forming a library of technologies, technical solutions and partners to transform it later into a consortium which will be used to create further digital solutions.
Creation of the Digital SEZ is another milestone in the development of Russian economic zones and the next step to the completion of the transformation process.
“The format of the Digital SEZ helps create an end-to-end seamless ecosystem which brings together all the tenants operating under Federal Law No. FZ-116 and achieve synergy and significant growth of the exports potential. The suggested approach fully complies with the tasks set in the federal program for promoting the digital economy in Russia and the principles of the National Technology Initiative,” said Anton Doroshin, LAZM Project Manager.
