A new 220 kV substation was inaugurated in the Lipetsk Special Economic Zone on 27 April 2017. The ceremony was attended by Dmitry Kozak, Deputy Prime Minister, Alexander Tsybulsky, Deputy Minister of Economic Development, Oleg Korolyov, Governor of Lipetsk Region, and representatives of the Ministry of Economic Development of the Russian Federation, Lipetsk SEZ, Federal Grid Company (FGC UES) and authorities of the Lipetsk Region.
The Lipetsk SEZ made a decision to construct a new power grid facility in 2008. Federal authorities invested RUB 2.415 billion into the construction project. The new substation features cutting edge equipment and advanced technologies complying with the strictest safety requirements. It is equipped with many ‘smart’ systems, including automated process control, diagnostics, relay protection, automatic transformer fire suppression, transformer monitoring, fiber optic data transfer, automated power metering and control, process and security CCTV, fire and security alarm systems. Distribution lines were constructed in compliance with the plans for power grid development in the Lipetsk Region and SEZ power supply, and satisfy all reliability, maintainability and environment protection requirements. The transformer substation has two 250 MVA autotransformers with forty-four 10 kV closed switchgears and two 220/110 kV open distribution units.
The surplus capacity of the 220 kV transformer substation enables further development of the economic zone by creating favorable conditions for investment projects and satisfying a constantly growing power demand from SEZ tenants.
It is the first 220 kV transformer substation for the last 30 years in the Lipetsk Region to use the most advanced technologies of the world leading suppliers.
In his welcoming speech Deputy Prime Minister Dmitry Kozak said that intensive development of industrial clusters was not possible without advanced infrastructure, including power grids. “Reliable power supply is key to sustainable development of the special economic zone and a major factor that contributes to acquiring new investors. They are given an opportunity to construct new power-intensive facilities and boost production efficiency," he said.
